Only a qualified Forensic Video Analyst can make, and testify to, comparisons done using video. Case reports and supplements must not state that persons or suspects have been positively identified or preliminarily identified from surveillance media by anyone other than trained forensic video analysts.

This does not preclude employees from developing a description of an individual (e.g. clothing appeared similar, suspect appeared similar to, etc.) based on video evidence and using that description as reasonable suspicion to stop and investigate an individual fitting that description.
